You and your friends still need to have each other added on Xbox Live, either by using the Xbox Companion app, or by logging into the Xbox website.
Once you are both added as friends on there, in game on Steam when you go to invite your crew, you and your friend will be listed there, or you can use the Windows game bar (Win+G I believe).

I ran into an issue yesterday where my invites couldn't go out but others could invite me, still haven't found a fix but I just have other members of my group do the inviting.
Also it wouldn't let us party up before "Setting sail" We all actually had to load in in a closed crew separately then join each other.

Could be a privacy setting for your Microsoft account, be sure to check it out and make sure certain stuff is set to "Friends Only".
How do I manage the list also. Removing and adding?
